It actually is an Austrian medal: https://www.sixbid.com/browse.html?...&lot=2160239

The quote on the back is from the famous painter Albrecht Dürer: "Mankind's dignity has been given into your hands, preserve it!" (roughly translated)

From the information provided by the auctioneer this medal is a donation medal.
