It was until the
ANA and later the
TPG's started hyping MS66-MS69 to sell grading services and then slabs, but that's another subject entirely. The
ANA's standards are loose, allowing no more than two large bag marks, small patches of hairlining, and small luster breaks (scuff marks) at MS65. This had to be done to create a market for, and justify the existence of, MS66-MS69 grades, all of the above being defects which would have once disqualified a coin from being considered Mint State 65 and knocked it down to Mint State 63, 60, or even About Uncirculated.
I agree with Coinfrog that it could do either 64 or 65 FSB. I wouldn't have a quarrel with either grade and would understand the reasoning behind both.
