For some reason, if this is doubling, it doesn't look right to me.
I'll let an expert confirm.

I think it from a worn die, also it's nice to see a photo of the whole coin

I think you have a combination of Mechanical Doubling (very common on the 1969-S cents) and gunk on the surface of the coin.

I'm with cwb -- it looks like Machine Doubling on the date.

The big 1969S DDO exhibits strong doubling on IN GOD WE TRUST, so you should try to get a picture of that too.

Here are some more photos. I don't know what that crud is around the numbers, but its really hard. There is also something going on around his chin and mouth. Thanks for your help.
