Do these mean anything or are they just PMD graffiti?

I have a number of references for UK coins, and nowhere do I recall is there any mention of official counterstamps in the 20th century. I can only think they were done by some private individual.

Post mint coin stamping, which is equivalent to deliberate coin damage.
