The Tamgha is for Azes II, but the reverse legend doesn't look like any I've seen for him. It's most likely one of his Satraps nthat has struck the coin in Azes name. Not enough of the legend visible on the obverse to say who it is.

What is and where do I find the Tamgha on these coins?

So it is Azes II (35-12 BC), unknown satrap/mint?
