Looks like a well used 1996 two dollar coin.

To answer your question, I doubt if it is counterfeit.
The only counterfeit Toonies I know of where produced in 2004.
Also once these have been circulated, it is between difficult
and impossible to tell the difference in the two planchets.

There are 2005 counterfeits also.

Do not worry about German and the other planchet , even if it is there are millions of each and really nobody really collects them. there is only one person who might be able to tell the variety from a photo but this coin is well circulated
