Ooops, mea culpa. I had my gun sights on the wrong coin. So much for a quick check. Please disregard that analysis.The least I can do to set it right is summarize what RIC IX has to say. I should have been looking at this:

I read the mint mark as either SMH<gamma> (Heraclea) or SMN<gamma> Nicomedia. I do not see any dots leading or following.
Nicomedia had an AE2 module version of this type for Procopius in which the obverse portrait faces right instead of left. But the mint mark in this larger module has a leading dot. On the other hand, the dimensions you gave are for an AE3, and these smaller coins from Nicomedia all face left on the obverse.
A similar situation holds for Heraclea too. Right facing obverse on the larger module, and only left facing for the smaller size.
