2000 Virginia Quarter Error Or Post Mint Job?

I came across a 2000 Virginia Quarter where it looks like the reeds have been placed half along the side and the other along the front rim. Can't tell is this is post mint or legit error. No other errors like this have been reported for this quarter. You'll notice from the pictures that the back rim is in perfect condition.

Thanks for any guidance.

Definitely PMD, someone took a lot of time to make that many notches on the rim.
