I'm conflicted because I see what may be a little Blakesley on the obverse but it may just be wear. The rim leading to the clip doesn't look right to me. I'll wait for the experts.

Looks like Blakesly effect on obverse but so worn coin hard to tell for sure!

...I think the lack of a tapered rim at the end points of the clip suggests it's not a mint error. Also, the edge in the clipped area looks beveled.

Sorry bnick, but I had to dig up the thread and post it for anyone wondering.

I have no doubt at all that it was altered, none of the diagnostics for an incomplete planchet are present.
