According to what I've learned, this could be an edge clip, stamped out of stock copper on the edge. The Blakesley effect doesn't seem to be there...that's a softening of details 180 degrees opposite the clip. You didn't show both sides flat to see that. Also, have my doubts because edge is so sharp, would think there to be some rounding due to circulation. BUT...a tool cut will do two things, bend/twist the coin and if side cutter or a pair of "nines", there would be an edge like a blade. I suspect the side of a grinding wheel seeing a slight ragged edge on the reverse.

The rims are bold right up to the point of the cut.
There is no Blakesley effect opposite of the missing part.
You can see cut or grinder marks on the edge.

Definitely a damaged coin.
