The 2013 is just ED, environmental damage. The shine on the 1983 makes me think of heat, a fire or a torch, it is damaged. On some nickels if the annealing process wasn't done correctly, a shiny black would happen, called them "black beauty". Think that was in 1958 or 1959, called a sintered planchet.
