I zoomed in even closer and it is obvious what ever gouged the die also damaged the bottom step but the gouge is a gouge as it is part of the coin and attached it's whole length.

The gouge C - D is MUCH longer than the damage to the bottom step A - B.

The damage to the stair is very irregular E, F, & G unlike the gouge which appears very regular through out it's length.
