I received this in change the other day. Its a 1989 and the obverse left side rim is definitely raised. Is this mint produced variety? Is there any premium?

No premium. This is die wear that is seen a lot in late 1980s cents.

It may be from a worn die, but yours looks pretty kool that way it is affecting LIB and IN GOD.
