Proof $5 Libs were struck at Philly in both of those years but these coins do not have any characteristics of proof coins.

There is no way either of those coins could be Proof pieces. The surfaces are not close to looking like Proofs or even P-L. I wish I had a photo to show you, but I have only one old Proof gold coin in my collection, and it's a gold dollar. I sold a couple when I was dealer, but unfortunagely I didn't grab pictures. Here's the gold dollar.
