1949-S Roosevelt Dime - Rainbow Toned In Fatty NGC. Could It Make Ft?

It does have a small hit over the lower bands (most visible in the last 2 pictures). However both bands (and the torch) lines are clearly fully struck. This was in a fatty NGC holder before they attributed full torch. Would this make it if sent in again for consideration?

Based on the bottom bands, I don't think you'd get FT.

Close but no cigar. Not quite FT. NGC has been grumpy on Roosevelt's for the last year or so and have been very tight giving FT's, or above 65 grades.
