Question About War Bonds And Military Certificates?

Hi guys and gals! My boyfriend recently pulled out some old military certificates and what I think is a few war bonds...? They were his great grandpas. They have his name on them too. I was trying to do some research on them and I've had no issues with the certificates but I cant find any thing on the war bonds which is why I am not entirely sure if that's what they even are. During my searches though I came across another post on this page about war bonds so even though this isn't coin related, I hope its alright to post here.

I will attach an image below. I would appreciate any information on them! Thanks every one!

It says "WAR BOND REFUND" so I'm guessing somebody was supposed to get their 6.25 back.

If they weren't cashed, they might still be worth - wait for it - 6.25. Does the back show any endorsements?

the military services, the War Department is repaying any balances held for account of the
participants in the plan by checks drawn on the Treasurer of the United States payable to
the order of the participant or the Treasurer of the United States, in the alternative. These
checks have been drawn by Lieutenant Colonel J. H. Rees, Finance Officer, over Symbol
896-004, and may be further identified by the words "Wa r Bond Refund" as the object for
which drawn. We understand that these checks are being forwarded to the addresses to which
the bonds were being delivered, accompanied by the following advice:
"The inclosed eheck is in payment of the balance due the within named payee under the Class A
Pay Reservation Plan for the purchase of United States War Savings Bonds, which plan terminated
as of March 31, 1943.
"Thi s check may be cashed only by the first named payee except when proper holder is in
possession of duly executed Power of Attorney

Missed this when it first appeared and missed the creation of the bond and check category.

Meadowview nailed it with the info from the Fed Circular.
