Found this quarter with a circle around the portrait of Washington. Turns out to be a scratch. Is this something that happened at the mint. in the bag or made by someone with to much time of their hands?

That is from a coin rolling machine. You will find it on a lot of coins.

Good choice. Too many collectors, when the find they don't have an error, would just toss it back into circulation. Then later when they find another they come back and ask the same question because they don't have that reference coin in their collection to help them recognize the non-error for what it is.
