A collector friend of mine showed me two 1976-S Bicentennial Silver Eisenhower dollars. One was in a PCGS MS68 holder and was a bright white with a brilliant finish. The other was in a PCGS MS66 holder, and was bright white with a Satin finish.

Are there any other 1976-S Silver MS Ikes out there with a Satin finish?

I am not sure I understand the question. There is no "satin finish" for the Bicentennial Ikes. The two 40% silver Bicentennial Ikes were available in an uncirculated three coin set and a proof three coin set.

I wonder if the "satin" one has taken on that white cloudiness often seen on the 40% silver Ikes.

This is what I am thinking too. May be what held it back from going higher. Can't say for sure without seeing photos though.

I found this from Heritage Auctions. It describes the difference between UNC, Brilliant UNC, and so on. I believe this may help when looking at coins in this high of grades.

Is it possible the MS68 "satin" was mistakenly made from a proof die that never had the fields polished?

For what it is worth, I think the surface on your "satin" silver looks similar to mine, which I has some of the white cloudiness to it...

The one on the right looks like a clad. Can you do the tissue test through a slab?

I thought that at first, but I have found a few examples online that look as brilliant.
