195x D Lincoln Cent - Die Error?

Hello all, anyone seen anything like this? I was thinking it might be a Struck Through Grease error at first but now I'm not sure considering the diagonal line where the fourth digit of the date should be. It doesn't appear to be the diagonal of a 4 so I'm not entirely sure what date this is. Any idea of rarity or value?

I believe it is damage from a coin counter or rolling machine.
