If you compare the two bulbs from the right dime compared to the left dime you'll notice that the right bulbs are slightly larger and longer than the left one.

Large bulbs (1983)

Small bulbs (?1992?+)

Quick clarification: the dime on the right side of the first picture is from 1983. The dime on the left is from 1992.

It could just be a minor change in the reverse design over that date range. The US mint will often tweak the design now and then, resulting in slightly different looks between different years. The only way to be sure would be to compare two coins of the same year and see if the design is the same.
