Looks like gunk/glue... definitely post mint. Acetone might loosen/remove some of it.

If acetone will not touch it, try placing a pin (DO NOT SCRATCH) over the thickest part of the gunk?, and apply pressure. Some of the gunk may chip off.
I have done this to remove thickened verdigris on some coins.

some type of glue, silicon, or epoxy?
