I ordered five sets and got them yesterday. It looks like at least three and, I think all five of the cents have stippling on them and there seem to be some flaws throughout. How can one tell, without cracking them, if the flaws are in the case or actually on the coins?

My scanner doesn't give a good image or I'd of included photos.

Is this a common problem?

Sometimes the scratches on the case will be reflected by the mirror fields of the coins looking like the fields are scratched. Take a good look at the case.

I would think if the scratches are on the case, you'd see a double image of them; one the actual case scratch, and second, the reflection off the coin's surface. You should be able to figure it out with a loupe/lupe.

I use a 10X glass. Should be about as effective as a loupe.

I particularly noticed the stippling on the cents.

Has anyone else with the 2017 proofs had a problem with them?
