I picked up this coin from a box today and was wondering what is causing it to look the way it is. I had a Eisenhower come back with planchet stria and I'm thinking this half is the same way, but the whole coin is scuffed. Thoughts? (sorry for the bad pics, took them w/ my iPhone)

It looks like someone used a wire brush on it
