The coin weighs 1.6 grams and is completely blank on both sides. My local NGC dealer said it was an error where it wasn't struck at the minting facility. I welcome any opinions, Thank you!!

At 1.6 grams, it is obviously not a US cent planchet. It could be a planchet for a foreign coin or a privately-minted token but without knowing the exact composition, it will be an almost impossible search.
w/ Bio. It weighs half of a US copper Planchet. No telling composition.
Is it slightly smaller than a US cent? A copper cent weighs @ 3.1gr and zinc is @2.5gr. Also note that there is more of a raised rim on yours than on mine, Canadian?
