Not an error. Could have been a 1940 but the crimping fingers from a rolling machine hit the 0 and pushed the raised metal up towards the 4 making the metal look like a 1. I have a 1970 LMC that had the same thing happen to it only on my coin you can make out the ghost of the 0. I'll try digging it out of my safe tomorrow and post a picture.
