I picked this from a flea market thinking it was Russian because of the eagle. I started searching on Numista because I was having a hard time with the third number in the date (I'm thinking 3) and wanted to see if I could identify the date by the type. Well, I learned groszy is Polish, so I got that far. My issue is that my coin appears to be copper and is 1.00g, 16-17mm. The 5 groszy coins from 18X9 should be silver, 1.45g. What am I missing?

Everything is correct. It is Russian-occupied Poland, 1839MW.

It is silver, though the silver content is very low (given as 19.4%) so it may appear copper-ish.

The catalog lists two varieties - the regular one and "narrow tail" (rated R3) with a total mintage of 380,435.
