There are lots of these out there with the date on them, also our moderator believes on previous discussion that they are struck on ball cones used to burnish the planchets.

Could you post close ups? Or more pics from different angles? From the ball cone errors I've seen on this site, you should be easily able to identify it from what seems like "two tones" of metal (one slightly darker than the other).

Although you cannot see the date - this is from a batch of 5c and 25c 2004 coins struck on stainless steel ballcone burnishing beads.
