Appears to be a Grease Filled Die to me.

It is the process of over-polishing the die causing the grease filled strike thru. The motto IN GO WE on the obverse and UNITED STATES on reverse is grease filled. When dies wear, to prolong life they are polished with a diamond paste, which at times fills the cavity design devices and becomes hard, washing out the letters (see diagram) Over-polishing actually wears off the die face so that the cavities actually disappear. Notice as the cavities fill up, the device3s(letters) become thicker. The bases are wider at the bottom than top.
