Help Identify This Ae Of Arcadius Please!

Could use some help in fully attributing this AE of Arcadius.

The obverse is in decent enough shape and has:

DN ARCAD / IVS PF AVG - right facing bust

The reverse is rougher. It appears to have a figure standing left, holding a staff or scepter, on top of another figure? with what looks like the prow of a boat to the right. The legend is mostly gone but I can see what looks like "AVG" on the right side and what looks like an S in the bottom under the figure who is standing.

Weight is 2.4 grams. Diameter is 14.5mm at the widest.

Wow, Bob, that was amazingly quick.

Yes, that appears to be it, although mine has a much more beat up reverse. What exactly does the link mean by "very rare?" Using the RIC number from that link - RIC IX 61c (Thessalonica) - the Wildwinds text states that the coin is "scarce."

Of course, this example is not particularly high grade, but I paid a whopping $2 for it (I won the lot with this one and the Byzantine? I posted also for $4 for both coins.)
