If this ticket was from 1906, that would mean the ticket would not say "Republic of Korea", it would say Joseon, and the amount from the lottery would be extremely retarded amounts of money. I speak Korean and can read the Hanja characters that they used during the time, so I can elaborate a little more on this. This ticket is translated as follows:

As for its worth, I am not sure if its worth much considering there are at least 75,347 of them and its just a lotto ticket. I personally love this kind of stuff, but I am a bit crazy for Korean stuff, as I live here. :) Let me know if you want to get rid of it.
