Not a test token.
It's a RCM medallion which was included with the millions of map board 1999 sets issued by the mint.
Interesting circulation find, a cool keeper, but worth less than a quarter from the same sets.
"Dipping" is not considered cleaning...

Its interesting that you got this one in change but the value based on the condition would be less than $2.00

They work as quarters in coin machines, but weren't meant to be used in circulation. Someone 17 year-old decided to spend his first birthday present from his collector parent, who didn't understand why the 1 yr-old was happier with cake.

"But they're all uncirculated, with a special medallion for the millenium" as the 1 yr-old replied "wan dat" as it plunged it's hands into the cake.
