Normal coin. There is no such thing as "double ears" for 1982. Worth face value.

In mid 82, they changed to copper-plated cents. It could be a plating bubble, if so you could probably smash it with a toothpick. If not it might be a die chip.
Edit: Actually I just realized it is part of the intended design.
