More than likely this was dipped to death and the solution was not washed off.

Or, possibly, whatever the dipping was intended to remove did not completely disappear.

I have also seen similar "yuck" toning in coins that were stored open to the air in the houses and offices people who were very heavy smokers of tobacco, as well as coins stored near oil-fired and gas-fired furnaces prior to the 60s or so.

Terminal toning or environmental damage that was dipped which left it a splotchy with dark spots then it retoned from the dip which is the colors. Its a details coin

Odds are it would look even worse after a dip.
