The Mint creates coinage to fill demand from the Federal Reserve. The Fed could just refuse to order new cents, with or without Congressional approval. Yes, that is probably as unlikely as Congress making the decision, but still possible.

Definitely possible. That's what happened in 2009, the Fed informed the mint they would not be ordering any more five cent pieces or dimes that year because of the surplus they had on hand, so the mint stopped striking them. They could just as easily decide to stop ordering cents altogether and that would be the end of them (Except in collector sets.)

Perhaps the mint, after getting that glorious memo Fed, will decide to end the Zinc tyranny and give us 95% copper cents in the 2018 sets.
