It would be some darn good die chip placement if it wasn't an RPD.
I can see the tail of the 9, the inner curl of the 9, the inner curl of the 8, and one of the bars of the 3 all "repunched." (The reason I put quotes is because I'm still not sure)

I tentatively ID it as a Snow-2 (S2).
1893 893/893
But without a reverse image I can't tell for sure.
