PCGS "No Service", Brasil 960 Reis ?

A friend sent this 960 Reis to PCGS. I like this type as they are often over struck, as this one is, on an 8 Reales. You can see the profile of Charles III? and shield, lion, pillar on the opposite side.
Does anyone know why PCGS would not slab this coin?

If you call they can likely tell you. In general things that get a no service refund are either something they don't do, or their is something about the coin where they are worried that slabbing it could damage it/is to deformed to fit.

In this case if I had to guess it would be that they just weren't comfortable authenticating it with how jacked up the center is

Ask them and let us know. I'm guessing the center might be the problem.

Perhaps they are unable to determine R, B or M mintmark? That would be my guess?

It's from Bahia. Here in Brazil we have catalogs with every die used to produce certain coins, and the 960 Reis are the most known ones. I classified it as 2B (it doesn't mean much without the catalog...). PCGS make mistakes even when the mint letter is visible, so I guess that they didn't want to take a chance with your friend's coin (Check this Rio coin classified as Bahia: https://coins.ha.com/itm/brazil/wor...ption-071515 )
