From the look of this I think it's a casino chip, but I haven't been able to find anything else about it. Can anybody help? One side says JC and the other 21.3.

Not sure why you say illegal... true it doesn't look like a secure chip (cash chips are significantly intricate to prevent forgery) but this looks like the kind of chip used on Roulette tables (non- transferable gaming chip known as "colour" because each player uses a different colour marked up at any value they wish it to be)
It could also be used by fun casino companies that play for fun money (issue prizes to who ever has the most at the end) which is also perfectly legal.
Of course this is guessing since I don't recognise the initials or numbers... JC could obviously be J_____ Casino (Think of places starting J like Johannesburg etc or names...) The numbers are unusual but often these chips are marked with some unique identifier like an emblem or something unique to the particular table (so that someone cannot take them from a table where they are worth £5 and then play them on a table where they are worth £100)

It looks like the style of chip that were used at illegal casinos. I don't know that for sure, of course, but the outer edge is the same as that of Mickey's Hangover Roost for example, listed here: http://chipster.net/IllegalGuideV4.pdfI don't know much about casino chips so maybe legal ones use that style. I'm hoping that the number can identify it as I can't imagine what the 21.3 is supposed to stand for.

I can't help you with regards to the 21.3.
I worked in the casinos of London (maybe 10 place) a couple of cruise ships, several illegal poker clubs and a few fun casino's and work with a guy who has a sideline making up chips. That chip looks fairly generic and the sort of thing that any number of places could use. I would suggest probably not a large chains choice of chip but small independant hotel casinos or any of the above...
I don't really know, the closest I have seen is a chip given out at a corperate event. Possibly the same chip with different printing.

"21 plus 3" looks like a variation on blackjack, with a side bet. At least that's the most common hit on DuckDuckGo.

That's pretty logical Alpha.
It could even be a chip handed out when someone gets 3 sevens of the same suit (makes 21 and is hard to do... sometimes you get a bottle of champagne for it as a promotion) I would presume they give you a token to take to the bar to claim it.

It's Bakelite, common in use at the time for counters/markers/chips before Catalin came around, so I did a Google search on "bakelite chip JC 213" and got a couple of hits on various illegal casinoes called the Jockey Club.

I asked recently on a chip board and was directed to a chip guide. This actually says TC, not JC, and it is a roulette wheel chip from the Tonopah Club in NV. http://www.themogh.org/cg_quickview...0&series=0.0This might be a useful guide for anybody else trying to identify chips.
