By evidence of the rims, I have my strong doubts.

Graded by PCGS as a 1937 $1 SP-66 matte.

I would have to agree with you.
By looking at the rough rim and flattened denticles at 12:00,
although common on MS coins, you wouldn't find on a Specimen coin.

however the toning is indicative of a specimen coin.

I would say it is, if you look at PCGS registry there's other matte specimens from the year with same rim. The toning and ear and eye and brow would imply it's specimen imo. Also some 1937 matte specimens are much better than others, versus the mirror finish which seems to always be consistent.

this coin is undoubtedly a specimen strike...i have examined the piece in hand and was going to be it's new owner before something interrupted my deal. it's a stunning coin in hand, extremely attractive toning..the coin deserves every bit of the SP-66 designation. on top of that, the sellers are very smart and trustworthy..if you decide to buy this coin, feel confident as you'll love it 1000X more when you have it in hand.

and regarding the rims, this is a common issue on 1937 matte issues aside from maybe the nickels...in fact, i'd say finding nicely formed rims on a 1937 matte strike would be the exception..

My 1937 Matte specimen dollar has the same rims. I wondered about that question too. After seeing a few more in hand, it seems most have them. Only on the obverse though, the reverse rims look better
