can the experts help me to know what happened to this 1989D Washington quarter ... the front of it looks kind of green flat . on the reverse on it ,it looks normal and shiny ...

It's been laying face up and environmentally damaged. The reverse was laying flat and was protected from that affect.

My two thoughts are preferential environmental damage (based on consistent coin orientation for some time) or paint that has mostly worn off from circulation.
