Looks to me like it took a little bit of a hit PMD. Not a mint error.

possibly a plating bubble which is not considered a mint error.

looks like the metal pushed up around the hit. Seems the copper plating stayed "stuck" to the zinc which is unusual though.

Hard to tell mox, from the picture it looks a bit indented?
