Hi I was wanting to know if this is a proof coin or just average circulation coin?
I know these coins are currently in use in the U.S
Do only proofs get this kind of toning?

It's a circulation strike. Proofs for that year were S-mintmark.

I'm not sure about the toning part.

Different chemicals will react with CuNi in different ways, saltwater, clothes dyes even Coca Cola can cause a "patina" of color as that.

From what I can see of circulation wear, there's no significant premium. The toning may help but, I doubt it really. It's hard to say, though. If I found it in the U.S., I would think it has an interesting color but, should be put back into circulation. I don't have any idea of the market in Australia.
