Looks like Spaghetti sauce or George's Brain exploding.

From the pictures it looks like it is ONTOP of the coins surface - like copper brazing rod splatter.
I'm with Chase - it does look like a brain!

That's what's confusing me the most. It is on top of the coin, But I can't get any of it to break off. Also the area around 1 in the date. Is that a lam ?

If it's from a brazing rod you wont get it off the surface as the high heat used to melt the rod would have bonded it to the quarter. I don't know what that area is around the 1

It didn't turn out very well in this picture,But the area that's pointed to is also copper colored. It looks like it maybe under the skin (lack of a better word) of the coin.
