Not worth the money to me, but a fascinating bit of history. The eagles would have been shortweight by about a gram, or 5-10%.

Also interesting that NEW 1879 dollar gold coins were circulating this late, though there appears to be a typo regarding the counterfeit shortweight...120 grains is about the weight of a $5 gold coin...

Pretty sure the 1879 coin is a Morgan dollar

That makes a lot more sense machine20. Base metal silver dollars, not gold.

the line about marking coins for identification as same must be surrendered to us would sure make me think twice about reporting an underweight coin and losing all the remaining gold too

The term "sweating" interests me, as I've only heard it used when soldering pipes. Sweating a joint is done with a blowtorch on a joint already fluxed and assembled. The solder flows uniformly into the hot closed joint, fusing it when it cools.

Here's a contemporaneous mining journal, which discusses the use of sweating to remove gold mercury amalgam from plates used for gold refining. Unfortunately, the sweating process is not described.

Whatever was done to these coins in the circular would probably have involved mercury and heat, removing the coin's surface as amalgam. A gram of weight seems like it would be enough to remove the surface details of the coin, and give it a very worn polished appearance.

I've occasionally seen junk gold coins with this look, but always thought it was decorative polishing.
