If I move coin side to side I can see black gold and rainbow colours on coin is it water from mint or toning?


It is on just about every coin in a Jefferson coin roll I opened

It is a 1961, I also noticed it has some sort of scratch error on neck not sure though

Yes, it's some slight toning IMHO.

The small "scratch error" on the obverse might be a die chip, though I'm not an expert.
