The value of these (and most tax tokens) is mills = 1/10 cent. They were used to pay fractions of sales tax on items purchased, or returned in change by merchants for the same purpose. To say that they were unpopular is a vast understatement. The Louisiana ones are interesting, as they were labeled "Luxury Tax" from 1936-38, and then "Public Welfare Tax" from 1938 until they were discontinued in 1941. One mill (aluminum) and 5 mill (brass) versions were issued; obverse and reverse are identical.
