Struck in Collar.It's likely that the collar expanded due to the relentless pounding involved in restraining hundreds of thousands of planchets.

Ok, thanks Chase and John. I reviewed the In-Collar Strikes Mint Error information on the net and it is considered as a Mint Error. Thanks for the clarification.
