Looks like Strike Doubling to me. A nice entry level collector coin. In extreme examples they add more interest. Here's how to tell the real deal...

Clean coin, looks like the 9 took a hit. It is easier to view if rotation is correct.

True, it may have taken a hit, but I think I see something at the D also. Proper rotation and holding the camera straight on the coin (90 degrees) would make it easier to know for sure.
