I posted a 1948-D LWC a couple of days ago that looks like this one and they said it was ghosting. Will let the experts determine if it is a clash or not.

Coin collectors, by our nature, are very picky. Hence the beating about orientation.

I've come across a few of these and have always thought they were polished out die clashes.
