Appears uncirculated. There are a couple of very narrow long scratches that would keep it down to 63.

Centavo, I tend to grade quite harshly being a "purist" when it comes to Circulation. The coin may hve great luster and semi-clear fields, but for me, if it has been exposed to any kind of human handling and repackaging after the first time leaving the master source(Mint, Federal Reserves) then I call it circulated. MS means Mint State, AU means Almost Uncirculated. There's my difference. A "touched" coin has oils and contaminants that will now begin the process of patination(color), hence again, it is now "circulated". There is plenty of debate over this. I just know if I were to "send in" the nicer coins I find CRHing, I'll be out $40 in fees for a coin with little resale value as graded by the TPG, usually as AU58.
