Could be the light bringing it out - but the obverse fields are scratched. The area above the date is indicative of wear. Also appears to be some rub on the forehead/ear area and the cheek These are known for flat spots in the hair - it's the strike, not wear but it appears to have been rubbed.

The reverse is excellent....like - hit free! This one's a toss-up, it would come down to luster and if there are breaks in it.

Just went back and looked at mine. Now I recall that these commonly have scratchy planchets. My theory it had something to do with planchets with lines in them the mint(s) was using. The "lined planchets" have been confirmed by blank and Greaser finds across multiple collectors and experts. I found one roll searching!

This is the best 1991D I could find after searching thousands. You can see the same kind of scratchy fields at in the OP coin except I think his light is making them really look ugly. This was from an OBW roll, it has proof-like luster:
